Job Summary The Financial Auditor is responsible for the development and implementation of the financial audit program for the Soboba Tribal Gaming Commission ("STGC"). Audit programs are designed to assure fiscal integrity, sound fiscal practices, protection of liquid assets and inventories as well as technical compliance.Reports directly to the Executive Director. The successful incumbent will have substantial experience as a financial auditor or forensic accountant, with gaming industry experience. Must be highly organized and familiar with computer systems, platforms and applications. Excellent verbal and written communication skills required. Must maintain and respect the highly confidential nature of the position. Skills and Abilities To perform this job, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills and/or ability required: Effective written and verbal communication skills; Self-motivated and capable of sound judgment; Successfully apply laws, standards, and regulations pertaining to financial audits; Effective planner with excellent organizational skills; Ability to participate in gaming related seminars and/or workshops; Ability to handle confidential information and material; Proficient in math and data analysis; Proficient data analysis skills; Above average Excel spreadsheet skills; Ability to create effective Power Point presentations; Must be attentive to detail; Familiar with the NIGC MICS; Ability to become familiar with STGC TICS and operating procedures; Ability to learn new systems and processes; Ability to be a team player; Ability to adapt in a fast moving and multi-faceted work environment; Familiarity with industry trends, best practices as well as audit/accounting processes; Working knowledge of GAAP; and Working knowledge of Title 31/BSA. Essential Duties and Responsibilities Conducts forensic attestation, validation and reconciliation audits of financial activities of Soboba Casino Resort, which includes but not limited to: Reconciliation of purchase to payment procurement and receiving processes; Verification of revenue and expense accounts on a random sampling basis; Verification and validation of vendor payments; Verification and validation of employee payroll; Verification and validation of cage window, main bank and vault inventories and investigation of operational variances; Verification and validation of fees and taxes paid; Verification and validation of leased participation and wide-area progressive payments; Verification and validation of promotional payouts and points rewards and adjustments; and Daily review and analysis of accounting activities, reports and documents. Establishes, maintains and adheres to the Financial Audit schedule and performs audit and follow up reviews on a timely basis; Ability to gather and analyze financial information; Prepare legible, complete, concise and organized audit work papers, files and reports; Report and findings or suspicion of inappropriate activities to the Executive Director; Prepares and submits monthly updates of all audits, investigations and other activities; Ensures that all reports along with any related information are documented and organized in a secure database; Develop and maintain STGC Audit operating procedures and internal controls; Works with and assists internal and external auditors; Assist Surveillance and Regulatory Compliance with investigative efforts as needed; Ensures SCR Accounting Department is following GAAP; Ensures SCR is in compliance with BSA/Title 31; Works collaboratively or independently on special assignments and prepares accurate reports to clearly describe the scope of work performed; Ability to consolidate, summarize, and communicate information gathered during the course of an audit or investigation; Assist with all gaming related investigations and will conduct interviews when deemed necessary by management; Will keep a professional working environment and an open communication with all fellow employees; and Must be physically present and on time to work as scheduled in accordance with business demands and company policy. Minimum Requirements Must sign and comply with strict written confidentiality agreement; Ability to work anytime including day, nights, weekends, and holidays; Must be at least 21 years of age; Successfully complete/ pass pre-employment drug screening and Background Clearance; Meet and maintain licensing standards/guidelines to qualify for a STGC key gaming license; and Possession of a current California Drivers' License or California Identification. Education/Experience High School Diploma/GED required. Preferable: Bachelor's Degree in Accounting or related field from an accredited college; five (5) years of casino accounting, regulatory, auditing, or investigating experience; and Certification as a Certified Public Accountant desired. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions. The employee is occasionally required to sit; use hands and fingers to feel objects, tools or controls, which will require the ability to reach out with upper appendages. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include ability to adjust focus. The physical environment requires the employee to work inside cold conditions. Working Conditions Commission employees are expected to work some days and hours outside the normal workweek. While performing the duties of this job, the employee is regularly exposed to second hand smoke. The employee will occasionally work near electronic gaming equipment.
