ABOUT THE POSITION The County of Riverside's University Health
System seeks candidates to fill regular and temporary Admissions &
Collection Clerk positions at various locations. The incumbents
will perform specialized clerical work which includes: checking-in,
admitting, pre-registering, or scheduling patients for
hospitalization or clinic visits.The department is seeking
candidates that have medical front office experience, greeting and
checking in patients, obtaining medical insurance information,
verifying eligibility, collecting co-pays and scheduling
appointments.Candidates with admissions and collections experience
are highly desired. Bilingual candidates are highly
desired.Temporary rate of pay: $18.8164 Shift Differentials: 3:00
p.m. and 11:00 p.m sixty cents (0.60 -) per hour 11:00 p.m. and7:00
a.m. twenty cents ($1.20) per hour **Employees who work day shift
between the hours of 7:00 a.m. to 6:00 p.m. shall not be entitled

DUTIES --- Review patient personal data to evaluate the patient's
eligibility for medical assistance programs using formal medical
program guidelines.--- Review patient insurance forms and cards to
ensure completeness and accuracy as required by assistance programs
and private insurance carriers for billing and payment.--- Evaluate
possible assistance eligibility and refer patients to Medi-Cal and
MISP as appropriate.--- Contact patient's medical insurance carrier
to obtain authorization for treatment and verify eligibility and
coverage.--- Assist patients with scheduling hospital or clinic
appointments in person or over the phone.--- Pre-register scheduled
services during scheduling process or any time prior to receiving
services as directed by supervisor or manager. --- Receive and
record payments for medical treatment from patients.--- Record
payment information on patient payment receipt and log this
information on the appropriate forms.--- Complete patient medical
information or MISP Share of Cost Forms; attach cash payment
receipt to ensure reimbursement from medical assistance program.---
Refer patients with problem accounts to Patient Accounts for review
of account status.--- Receive required information from patients
and complete medical forms to ensure accuracy of patient data.---
Collect and prepare receipt for monies.--- Register patients for
medical services such as emergency treatment and non-emergency
walk-in treatment.--- Serve as a resource person for patient
registration in the Riverside University Health System (RUHS)
clinics.--- Assist in conducting outpatient registration audits and
participate in RUHS quality assurance initiatives.--- Reconcile
daily charge sheets of patient visits to ensure that charges for
healthcare services rendered are captured in a timely manner.
MINIMUM QUALIFICATIONS OPTION I Experience: Two years of clerical
experience including three months performing admissions,
collections, or billing functions in a hospital, mental health, or
public healthcare agency. (Completion of 18 semester or 27 quarter
units from an accredited college or university in secretarial
sciences, office practices, business education, or a closely
related field to the assignment may substitute for one year of the
non-specialized experience.) OPTION II Experience: Two years of
clerical experience including three months performing admissions,
collections, or billing functions in a hospital, mental health, or
public healthcare agency. (Completion of 360 hours of training from
a recognized occupational training program in secretarial sciences,
business education, or a closely related field; to the assignment
may substitute for one year of the non-specialized experience.)
OPTION III Experience: Two years of clerical experience including
three months performing admissions, collections, or billing
functions in a hospital, mental health, or public healthcare
agency. (Six months of clerical experience in a medical setting may
substitute for one year of the non-specialized
experience.)SUPPLEMENTAL INFORMATION TAP BENEFITS (for TAP
positions only): For the first 1,000 hours of work in a fiscal
year, the employee is enrolled in and contributes to the County
Temporary/Part-Time Employees' Retirement Plan, which is a 401(a)
defined benefit pension plan. The County also contributes to the
401(a) on behalf of the employee. During this time, neither the
employee nor the County pays into Social Security, and the employee
is not enrolled in CalPERS. After 1,000 hours of work in any fiscal
year, the employee and County stop contributing to the 401(a) and
begin to pay into Social Security. The employee is also enrolled in
CalPERS and begins to make contributions. Condition of Employment
In accordance with the California Department of Public Health Order
dated August 5, 2021, and amended December 22, 2021, health care
facility workers who work in indoor settings where care is provided
to patients or where patients have access for any purpose must be
vaccinated against COVID-19 as follows: first dose of a one-dose
regimen or second dose of a two-dose regimen, by September 30,
2021. Effective March 1, 2022, all healthcare facility workers must
have their booster, obtain the booster within 15 days of becoming
eligible for one, or a declination form on file for the booster.
Consideration may be given to candidates who are in the process of
completing their vaccination regimen. The Order allows for workers
to be exempt from the vaccination requirements by providing the
facility with a declination form signed by the individual stating
either of the following: (1) the worker is declining vaccination
based on Religious Beliefs; or (2) the worker is excused from
receiving any COVID-19 vaccine due to Qualifying Medical Reasons.
Workers who are exempted from the vaccination requirements must
observe all other infection control requirements. A requirement of
employment is to provide proof of COVID-19 vaccination, or a
completed COVID-19 Vaccination Declination form (filled out by the
candidate and their medical provider as appropriate), during the
pre-employment process. Failure to submit the required
documentation may render a candidate ineligible to move forward in
the process. Veterans' Preference The County has a Veterans

60): Applicable to current and former County of Riverside local
miscellaneous employees hired prior to 08/24/2012 and did not
withdraw CalPERS contributions. The employee contribution is eight
(8%) percent. Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after
08/23/2012 through 12/31/2012; 2) Previously employed with another
CalPERS contracting public agency or a reciprocal retirement
system, with a break in service of less than six months between the
separation date with the previous employer and the appointment date
with the County of Riverside. The employee contribution is seven
(7%) percent. Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or
after the implementation of the Public Employees' Pension Reform
Act of 2013 (PEPRA) which took effect January 1, 2013. As of July
1, 2020, the employee contribution is 7.25% and subject to change
annually. A new member is defined as any of the following: A new
hire who enters CalPERS membership for the first time on or after
January 1, 2013, and who has no prior membership in any California
Public Retirement System. A new hire who enters CalPERS membership
for the first time on or after January 1, 2013, and who was a
member with another California Public Retirement System prior to
that date, but who is not subject to reciprocity upon joining
CalPERS. A member who first established CalPERS membership prior to
January 1, 2013, and who is rehired by a different CalPERS agency
after a break in service of greater than six (6) months. CalPERS
refers to all members that do not fit within the definition of a
new member as "classic members".Contribution rates are subject to
change based on the County of Riverside annual actuarial
